William A. Neiswanger was a prominent Topeka businessman in the real estate business. He was born in Mechanicsburg, Pennsylvania, March 23, 1858, son of David and Nancy J. (Westfall) Neiswanger. William A. Neiswanger was reared at Mechanicsburg, where his father was a prominent citizen, engaged in a mercantile business.
